The Right to Information (RTI) Act, 2005 is one of the most effective pieces of legislation of post-independent India. Within six years of its enactment, the RTI Act has had significant effect on the workiing of public institutions. The demand for information from the citizens has made the public officials to have a re-look at the functioning of their institutions, the record management system and also their decision making process.

Though the RTI Act has come into force from 12th October 2005, the infrastructure required to implement the Act is not in place. Secondly, the officials are yet to be trained and empowered to implement the Act effectively. Lack of staff, inadequate record room facilities and absence of proper guidance notes have led to an imbalance between the demand and supply side of information. There are hundreds of books, guides, articles etc. to assist information seekers but not information providers. This book is a small effort to assist public officials in discharging their responsibilities as information providers.

Shri Y G Muralidharan is a well known consumer activist and is engaged in other civic issues like right to information, public service laws, human rights etc. He has trained over 5000 Public Information Officers. He is a prolific writer and has over 3000 articles to his credit. He writes weekly columns in two leading Kannada newspapers. Shri Muralidharan has over 25 books to his credit and a majority of them have been published by Navakarnataka publications. He is a well known speaker on issues of contemporary interest. His books on Lokpal, Right to Information and Personality Development have seen several editions.
